This is such a complicated topic. There are scammers and takers out there, and actually raking in enough money to live in a home if they wanted to (I saw a documentary about this where people went 'undercover' and lived rough to see what it was really like).

There are others who barely get enough to eat.

And we can never know the whole story. It might be that a family member gave him the phone so they could keep in touch. It might be that he found it or stole it.

At the end of the day, however we help is good, and as you say, maybe not directly in giving to these people because I believe it just enables them and keeps them there, living that way and waiting for more handouts, whereas doing something like what Jude did can actually help get them out of that place.
