Okay. I don't understand your question though. I feel like I'm getting it in bits and pieces - sorry! Perhaps you mean, why are they saying a "last goodbye" if they're always near when in spirit? I have to guess at what it is you're asking so please forgive me if that's not it.
If that IS what you mean - the term "last" isn't necessarily accurate. Neither is "last goodbye" - at least, not in the way we think of it. Sometimes spirits want to let a loved one know they've transitioned from this life. Sometimes it's just because of the relationship they shared. There can be lots of reasons why spirits will "visit" loved ones right after leaving their bodies but it doesn't have to be about a "last goodbye." In my experience, that's our own interpretation of it, not necessarily the intention as in "I'm disappearing into the ether now and I'll never be able to connect with you again."
Also, I think they actually visit many of their loved ones right after crossing over, but most people do not see or sense them.
