Yep. This has been happening to me, too, and I've heard others say the same.

I think the issue with higher views but not corresponding reads has to do with the way Medium changed the way our stories show up. It used to be that you could scroll down a person's profile and see if you'd clapped on a story and therefore had read it. Titles don't always stick in my head - so sometimes I've not been sure and I have to click on the story before I can see if I clapped.

Same if i want to save a story (unless I'm using my phone, which mostly, I do not). I have to click on it to 'save', so it counts as a view, but then I go back again later to read - so another view (plus the read).

My reads have dramatically dropped. My newsletterish normally gets 50 or 60 comments within a couple of days. It's now been published for nearly 4 full days and I've had 15 comments.

My income is reflecting the tanking reads and engagement, too.

I'm feeling pretty deflated and discouraged. For all the hours I spend on Medium every day managing my publications and reading and engaging, I'm getting peanuts compared to what it was just a few months ago.
